Based on the 2023 work plan of the State Committee on Emergency Situations of Turkmenistan, approved by the President of Turkmenistan's Decree No. 374 of December 27, 2022, the agency "Turkmendenizderyayollary" as the responsible executive "Prevention of natural and tehnogenic emergencies in the Turkmen part of the Caspian Sea" An integrated training-training course was held under the title "Improving the organization of measures to be implemented by local authorities of the ministries and departmental agencies, executive authorities, to eliminate their negative consequences". Objectives of the training course:
- Clarifying actions to be taken in natural and tehnogenic emergencies that may occur in the Caspian Sea;
- To achieve the implementation of the emergency response plan;
- Determining the forces and resources to be deployed in the event of an emergency in the Caspian Sea, as well as achieving the readiness of their actions;
The goal is to improve the interoperability of government agencies, emergency services, and communications
The training was conducted in three phases. A fire breaks out on a ship carrying oil and oil products in the Turkmen part of the Caspian Sea as part of the conflict. The operator at the "Ship Management Center" building at the Turkmenbashi International Seaport receives the message and immediately informs the Civil Defense and emergency services. In order to eliminate the negative consequences of emergency situations and reduce their damages, the leading units of the Civil Defense gather at the control center of the Turkmenbashi International Seaport (in the meeting hall of the Container Terminal) and specific tasks are defined and assigned, and relevant decisions are taken. Reports on forces and resources to be deployed by incident agencies and agencies are also reviewed. During the decision-making process, the fire-fighting ship "Lightning" is carried out at sea to identify and record the location of oil and oil tanker fires and oil-contaminated areas of the sea. As soon as the appropriate decisions are taken, the forces and means deployed at sea to the coordinates of the occurrence of the accident, along with the emergency rescue service of the Turkmenbashi International Sea Port, and the bonfires are organized to collect the oil spilled in the sea space at the scene of the accident. Determines information on the repair and restoration work carried out by the leadership structure of the head of the Civil Defense to eliminate the negative consequences of natural disasters and eliminate the damage, receives reports and determines the amount of damage, provides reports and recommendations to the Central State Committee on Emergency Situations. The deployment of the emergency management center at the International Seaport of Turkmenbashi city, determination of actions to be taken and adoption of solutions for natural and man-made emergencies in the Caspian Sea was highly appreciated. In this regard, "Turkmendenizderyayollary" agency is honored for showing good results in the total of 2023, taking into account the results of training exercises and emergency preparedness measures held within the territory of the province based on the order of the governor of Balkan province No. HB-125 dated December 29, 2023. was awarded a letter of honor.
